Mr. Billingsley is a principal of the firm and has represented scores of individual, business and government entity clients.

He provides legal advice, counsel and services to businesses in a broad range of matters including business entity selection, organization and formation; issuance of debt and equity securities; corporate law and governance; employment law; and negotiation and formation of contracts, including employment and related agreements. He has performed extensive transactional work including the purchase and sale of businesses, negotiation and preparation of contracts, commercial leases and bank loans and other financing arrangements.

Mr. Billingsley has substantial experience in banks and banking law, including regulatory matters, loans and loan documentation and bank litigation; commercial law and litigation; corporate law and litigation; construction law and litigation, including mechanic’s liens; real estate law, contracts and transactions, including related title work; Federal and State securities law and litigation, and the private placement of securities, including preparation of disclosure documents.

He has represented business and individual clients in litigation and trials in Missouri State and Federal trial and appellate courts as well as in arbitration hearings and case mediations. He has presented arbitration cases before panels of arbitrators of the National Association of Securities Dealers, Inc. (NASD, now referred to as FINRA – Financial Industry Regulatory Authority) on behalf of customers, registered representatives and broker-dealers.

Mr. Billingsley has significant experience representing clients in personal injury law and litigation matters.

He represents clients in condemnation law matters including trials, hearings and proceedings. His representation of clients also includes probate law, trust and estate administration, estates and estate planning, wills and trusts.

As an Assistant St. Louis County Counselor, in addition to prosecuting ordinance violations, Mr. Billingsley provided services to St. Louis County relating to municipal corporation law, contract and ordinance drafting and review, State Tax Commission hearings and appeals, Civil Service Commission hearings and appeals, zoning law matters and zoning enforcement, and civil litigation and trials.

Mr. Billingsley’s clients have included businesses involved in activities such as packaging, printing, manufacturing, food service, accounting, engineering and banking; real estate development and construction; real estate syndicators; securities broker-dealers and registered representatives and investment advisors; medical service providers and their organizations; governmental entities; sole proprietorships, corporations, limited liability companies and partnerships, and their respective owners, shareholders, members and partners.

Mr. Billingsley received his Bachelor of Arts degree in Government from the University of Notre Dame and his Juris Doctorate from the St. Louis University School of Law. Based on reviews by his peers, he is rated AV Preeminent by Martindale-Hubbell which is the highest rating for legal ability and ethical standards.

After completing the ROTC program at the University of Notre Dame, Mr. Billingsley was commissioned a Second Lieutenant in the United States Army where he served in the Military Intelligence Branch advancing to the rank of Captain. He was awarded the Bronze Star Medal for service in the Republic of Vietnam. Mr. Billingsley attended the U.S. Army Officer Infantry School, Fort Benning, Georgia, and the U.S. Army Military Intelligence School, Fort Holabird, Maryland.
